Article 1　In order to enhance the promotion of cultural construction, advocate proper art activities, and use the Venues Nantou County Government Cultural Affairs Bureau site(Hereinafter referred to as “the Venues”) to exert the social education function, achieve the purpose of upgrading cultural standards, therefore specify this rule.
Article 2　The Venues shall mean Auditorium, Lecture hall, Plaza, as well as Computer classroom at 4F of Library building, Cinema and International conference hall at 7F of Library building etc. in Cultural Affairs Bureau, Nantou County Government (hereinafter referred to as the “Culture Bureau”).
Article 3　The management authority of the Venues shall be the Culture Bureau.
Article 4　If the activity held by any organization, school, public group or individual, complies with any of the following circumstances, it may apply for the use toward the Culture Bureau:
　　　　一I、Organize Cultural activities for drama, music, dance and film.
　　　　二II、Organize various arts and topic lectures with social education.
　　　　三III、Organize international cultural exchange activities.
　　　　四IV、Various association assembly approved by the Culture Bureau.
Article 5　Those who organize any activities related to culture and social education, shall apply for the Venues use. But except under any of the following circumstances:
　　　　一I、Violate social order and moral customs.
　　　　二II、Damage to the Venues construction and equipment.
　　　　三III、Engaged in profit-making activities, the lack of educational meaning.
　　　　四IV、Others who are deemed unsuitable for the use by the Culture Bureau.
Article 6　Persons who apply for the use of the Venues, equipment or facilities, shall pay the Venues maintenance fee, equipment and facilities charges; the charge rates thereof should be defined by the Culture Bureau.
Article 7　Persons who apply for the use of the Venues, shall submit the filled applications to the Culture Bureau for applying, once approved to be the user, shall pay the Venues maintenance fee 30% as the deposit, the balance shall be paid within three days prior to use, overdue will cause  the waiver for use.
Article 8　Shall pay attention to maintenance for the use of the Venues equipment and facilities, if there is any damage or shortage, the user shall be responsible for compensation based on the replacement price.
　　　　Without the Culture Bureau Commissioner permission, any user may not arbitrarily enable lighting, audio, stage hoists or other equipment, If want to add lighting or other electrical appliances, the relevant expenses and the reinstatement shall be subject to the prior approval of the Culture Bureau.
Article 9　Under any one of the following circumstances, shall apply for free use of the Venues:
　　　　一、Activities for National celebrations or National anniversary held by government authorities.
　　　　二、The county activities held by the county organs or schools.
　　　　三、The various activities co-organized with the Culture Bureau.
Article 10　Scheduled Time for the use of The Venues as follows:
　　　　一、Auditorium, Plaza:
　　　　　　（一i）Morning: AM9:00 to AM12:00.
　　　　　　（二ii）Afternoon: PM14:00 to PM17:00.
　　　　　　（三iii）Evening: PM19:00 to PM22:00.
　　　　二、Lecture Hall:
　　　　　　（一i）Morning: AM9:00 to AM12:00.
　　　　　　（二ii）Afternoon: PM14:00 to PM17:00
　　　　三、Library building- Computer classroom at 4F, Cinema screening hall and International conference hall at 7F:
　　　　　　（一i）Morning: AM9:00 to AM12:00.
　　　　　　（二ii）Afternoon: PM14:00 to PM17:00
　Aforementioned each session time is based on a three-hour basis, not full three hours by a three-hour computation, exceeding three hours plus the overtime charge.
Article 11　The Venues stop using on Mondays and the Closed day as published.
Article 12　The fees paid by the applicant are non-refundable, regardless whether they are used or not yet within the appointed time. However, in case any one of the following circumstances, shall be as appropriate to refund the fees had been paid previously without interest.
一I、Where it is impossible for the user to use as scheduled due to force majeure events such as natural disasters, accidents and so on, caused the user cannot use as scheduled.
二II、Where it is impossible for the applicant to reschedule the use who did be informed by the Culture Bureau due to the activities with the necessary and urgent for the use of the Venues organized by County Government and its affiliated organs.
Aforementioned the second situation, the applicant shall not raise any objection or seek compensation.
Article 13　The applicants if require to set up the ticket office and paste posters, promotional slogans and so on, shall act so at the locations as designated by the Culture Bureau.
Article 14　The Rules shall be enforced to implement as the date of promulgation.
