  In the end of the Qing dynasty, the Jiji was prosperous for the "Batongguan Historic Trail" opening and Camphor production, scholars became more and more, and they organize the community to encourage one another, also want to build a school to educate their children, but the lack of funds. Just in time the Jhuoshuei River floods in the 9th year of Guangxu (1883), from the mountain inside outflowed a lot of timbers, the JiJi Village Prime Minister Chen, Changjiang made use of these timbers, and raised funds to build the Ming Xin College in Jiji Street (Now at opposite of Jiji Farm Alliance),completed in the 9th year of Guangxu (1883), in the College inside enshrined Wenchang Di Chun, Cangjie Grand Master and Ziyang Zhu Fuzi, "Master Wenheng" ancient plaque, highly hanging up on the cantilever stand in the main hall, to be the compulsory education (free primary school) for historical testimony.
  In Meiji 41st year (1908), the local residents raised funds, moved the Ming Xin College to Chai Qiaotou site for redevelopment, and changed its name to be Chong Tak Tong. In 1953, set up the Yongchang National School, zoned part of the temple lands to be used for the school sites, demolition entrance, walls, to become today the academy and the school co-existing appearance, also continuing the College life. In 1985, was announced as the three-class monuments.
